President Reagan capitulated and allowed illegal immigrants to receive amnesty. About 1 million were expected to receive amnesty; it turned out to eventually be about 3 million. The other part of the bill was to provide enforcement of the border to stop illegal immigrants and create a system to prevent them from working. That was never effectively enforced after Reagan left office.
