as a former government worker, I'm sure the fiscal year funding was already allocated years ago. If you remember during the whole pandemic under Biden, his admin ordered 100's of millions of doses over the next several years.

The contracts covered vaccine purchases for
the remainder of fiscal year 2026 and fiscal
