No. Public Works is over 3000 years old. Socialism isn't even 200 years old. The 2 are nothing alike.
Public Works benefits the taxpayer by providing things he can utilize. Hospitals. Schools, roads - that's Public Works.
You work, you pay taxes you use these things you couldn't afford on your own.
