Because voting is a right, not a privilege.

Being able to hunt for food - or use water is a right. But you still have to get a license to hunt & collecting Rain Water is illegal just about everywhere.

Hunting has rules you have to know, like seasons and game limits and not blowing your hunting partner's head off.

True but hunting and fishing is part of the natural rights of being an apex predator and omnivore as mammals. We don't try to impose rules on a Lion or a pack of Hyenas. Rules - those were made by people who make you pay them to obey their rules... Because it's important not to over hunt/fish because it could destroy the ecosystem or cause a species to go extinct...

Obviously Hunting and Fishing and water are all important and matter... Ergo rules and fees.

So if voting is free... Makes you wonder if your vote is actually worth something is my point.
