Evil kids like this are why we should lower the eligibility age for the death penalty. If we lowered the age of death penalty eligibility to thirteen, we wouldn't be having so many incidents like this.

I had to drug test 2 kids like that when I worked for the courts. Their probation officers told me they expected any time to hear they'd shot up a school.
From the 50s to the 70s they'd put these kids in an asylum before they killed anyone.
They all fit the same profile a serial killer has. Before they've murdered anyone they get arrested for Felony Animal Cruelty, compulsive arson, assault, etc.
Before Jimmy Carter they were declared Criminally Insane (their crimes were not to make money) and locked in asylums forever.
Carter defunded the state asylum system and most of those institutions were closed. Now these kids are put on probation and given psychotropic drugs.
They were the only guys I had to drug test that the probation department wanted to be sure they were OK drugs, lol.

So the probation department instructed you to drug test these two kids not only to make sure they weren't using any illegal drugs, but also to make sure they were actually taking the drugs they were prescribed? Wow.

Let's bring back state asylums if doing so would keep serial killers off the streets before they kill.
