Not only do people fail to report crimes they believe won't be prosecuted, they also fail to report crimes because "snitches get stitches" or because they believe "nobody likes a tattletale", they also fail to report crimes because they pity or even admire the perpetrators, and they also fail to report crimes they don't even recognize as crimes.
