They perpetually do this with various groups of South Americans and Arabs too.
Germany did this kind of thing in a bigger scale where they switched the demographics to focus on 'EU citizen' or not....then promptly classified every immigrant as an EU citizen, for reasons immediately obvious to everyone.
I wish we lived in a universe where 'official stats and facts' were even remotely close to being so.
