I don't think Democrats see Elon Musk as an African-American. He was born in Pretoria, South Africa. Because of his specific place of birth and his ancestry, his skin tone doesn't match the skin tone who are seen as African-Americans, such as Michael Jordan, LeBron James, Will Smith or Barack Obama.
