Parents can homeschool their kids or send them to private schools. Then use the $44,000,000,000 spent on public schools to improve the city's housing and public transit system. Also, clean up the streets. If there's any money left over after that, and there's no other pressing issues that need to be fixed, see if you can cut tax rates.
