Well he, like his father, was modernizing /Westernizing the country, so it was good in that many had greater liberty, particularly women.
But that's from our perspective. Most of that was in more urban areas, wherea people in the countryside were more traditional and thus sidelined or even oppressed. They were made to feel like they weren't part of their own country. With a millenia-spanning history full of different ethnicities and cultures, this was unusual and hard to deal with for them.
That's what a lot of the animosity that rose against him was about, the change was too rapid and pushed upon them and didn't account for everybody's ability to adjust to it in a manner or pace suited to their comfort.
