That claim is from the person who runs the account @niohberg, apparently an openly pro-Pahlavi/Shah Iranian Jew (as per her Twitter bio). She posts a lot of anti-woke and common online rightwing talking points, along with women's rights type stuff and is critical of Islam, especially of Muslims in the West.
Can't find her original tweet (dunno whether she since "retracted and deleted" her own claim or I just CBA to trawl thru her acct.
Her tweet has been screenshotted and gone viral and all I've mostly seen is other Iranians (including those as opposed to the regime as she is) saying it's inaccurate and misinformation and lacking credible evidence.
She's screenshotting (not actually linking to the original source to allow you to easily check it yourself) a post from a Telegram account by "Radio Gilan", which does not appear to be affiliated with the Iranian regime in any way (?) – who have made no such statement to my knowledge and, if it has, it's not been reported in any reputable international news outlet that I've seen, which are still saying it was most likely caused by a US Tomahawk missile and investigations are ongoing...
Radio Gilan appears to be run by a certain Peyman/Payman Behboudi. An Iranian living in diaspora (in Germany, supposedly), but I can't verify this.

The IRGC doesn't seem to have made a lot of official statements regarding Minab, but its leaders have been quoted in media (Western and otherwise) talking about retaliation for the martyrs.
