My definition of a peer is those who graduate in the top 50% of their graduating class who go on to become lawyers, businessmen, and doctors. If you don’t pay competitive wages, you won’t attract quality applicants. Compare American literacy rates with the rest of the world. You should be shocked!

America spends more money on education than anywhere in the world, but their literacy rate is far below Cuba, the Ukraine, and dozens of other countries. It has been a priority on every President’s agenda since JFK.

New York: Average salary around $95,000.
Mississippi: Average salary below $50,000.
South Dakota: Average salary also below $50,000.

The first two numbers you mention are insufficient for the outrageous cost of living in those particular states
