The obvious answer is yes. Masked men displaying no identification attempt to breach your privacy, and intend to throw you to the ground without provocation, or just cause. The “injured” officer breached police protocol by standing in front of a running vehicle. He displayed a camera in one hand, and a pistol in the other. His motives are questionable, if not evil!
