It's better than nothing. If this building catches on fire, I can use the fire escape to get closer to the ground. Perhaps the fire department can extend one of their ladders to me. If worst comes to worst, I'd rather fall and die instantly than slowly burn to death. Also, if I die outside the building rather than inside it, it will be easier to find and identify my body.
