All of these restrictions also exist in the U.S. btw. Also of course exit is subject to "government-issued passports," does the U.S. not have those apparently? Who else issues these passports?
And last time I checked, even if you take into account all of these "restrictions" (that, again, also exist in the U.S.), they pretty much do not apply to the general population. Last time I checked, most Chinese do not have "non-essential" travel bans, are not civil servants, aren't currently involved in legal cases, and aren't deemed a national security risk. So, the overwhelming majority are free to leave the country if they choose so. And since they don't, according to your logic, the PRC is also a great country.
Also, civil servants *are* allowed to leave China, it's just that there are certain restrictions in place for them doing so. The same goes for the U.S. too.
