Might work, for sure. 20 years ago I was working in DC and hiked the Rock Creek Trail through Rock Creek National Park in Georgetown. I was more than a little surprised at all the warning signs that Rock Creek, a tributary to the Potomac River, was unsafe to swim or wade in due to raw sewage and hazardous bacteria levels. I wondered at the time why the National Park Service and EPA headquarters in DC didn't have enough pride to use this problem as proof they had the ability to clean things up. But since then it's obvious the federal government is in the business of soiling things, not improving things.
