It was a one and one half second bit of Twitter-X originating 'Lion King Parody' material that got attached to the end of the real political message also taken from Twitter-X, and the staffer putting it up did not catch that the tiny parody segment was attached.

It makes NO SENSE that he would purposely add 1 second of that to a one minute video of how the voting machines were rigged.
