When he stepped off the sidewalk -- where he was legally allowed to peacefully demonstrate -- to begin interfering with legal ICE operations and refused to return to his sidewalk and stay there. He kept returning again and again, and caused the escalation.

Law requires as a permit holder you cannot attend demonstrations with your gun...he had no business bringing it. Leave law enforcement alone.
