You can do.both. You can obey the traffic laws and stalk someone.
Maybe the city is encouraging stalking so that police officers will feel more secure in their jobs now that traffic law enforcement is mostly automated nowadays with red light cameras and speed cameras.
Here's something else to think about. This sign might not work for people who have nobody waiting at home for them, or have people waiting at home for them who are toxic/abusive.
