It might be understood that Nick Shirley, upon inquiring at each Daycare, many under the same roof,
and sharing the same hallway, kept asking if he could come in and check out the facility as if he were considering enrolling his fictional son, that he kept referring to as "Joey Shirley".
He was turned away everytime, for the Daycare Centers weren't apparently that at all, allegedly.
Hence, the allegations of fraud in Minnesota. Watch the video.
