No, no, no. The reason that the Europeans introduced opium was that China hated to trade with anyone. They already had everything that the Europeans wanted to trade. And China was outraged that the Europeans were now using opium to trade, so they started a war...and lost. But China had tried to modernize before that. When everybody was high on opium, China was just a big subject to European (and Japanese) imperialism. So it was the Europeans when they failed to modernize later, and undercommitment every time before.
I brought up the wars to show that it was the Europeans using opium that China was worried about, not quite the opium itself.
