If somebody loses an election, is it against the law for them to ask an election official to "find" enough votes to flip the election to them?

Asking for a recount is not illegal. Asking to make sure that votes are properly counted is not illegal. And that's not what I'm talking about. I'm talking about a certain person who lost an election, who then called up an election official essentially asking that official to just come up with the number of ballots needed to flip the election. That's not what happened in Florida in 2000.
