A balanced budget would limit government power. It should be a constitutional amendment.

Absolutely. Preventing government from spending more money than exists would restore the limitation on government power that was created in our system. If confederate voices had been listened to at the beginning, we wouldn't need an amendment, it would have been part of our original constitution.
