What did he do?

he is a mass murderer who kills under the guise of being an assassin for hire, however he never takes money, also those who hire him are typically either dead or ruined for life, the police cant really do much about him because of the way he kills people, he uses mind control to kill his targets or get them to kill themselves, as for why i view this as evil it is because i am unable to see his motivation for this, he kills people one after another like its just a game to him

If you say Tucker is close, then that must mean they performed evil experiments and/or abused their own families, since Tucker did both at the same time.

Anyway I'm not sure what to say for the most evil villain, but if I had to guess I might say Johan from Monster. And here's the thing: I haven't even READ Monster, but Johan's reputation precedes him.

I have no idea, but I know that his name is Johan Liebert and it's generally implied that he's a manipulative bastard and a sociopathic monster. Hence the title of a manga I don't read.

He's a manipulative murderer who covered up his tracks so well that even the detective investigating the murders done by him was convinced that Johan didn't exist
