FYI, the Dept. of Education didn't exist until 1980. It only provides 10% of states' education dept. funding, but the overbloated state education dept. have become so dependent on that additional funding. The federal Dept. of Education uses their funding as ransom to the states for the states to implement federal programs and requirements.
