As stated by CzechyCheese in the comment featuring a newspaper headline, Trump's entrance into the public eye was a1973 suit brought by none other than Nixon's DOJ for racial discrimination in renting out apartments in Trump properties, which at the time were basically low cost Project buildings.
He got in trouble again in 1975 for violating the terms of settlement for said suit.
Trying to repair his image, Trump started paying to have himself portrayed positively in newspapers and other media. If it wasn't for the 1973 case, we would have never ever heard of Trump. He would have been just someone else begging for government funding for the building and running of public housing.
