It goes beyond that. Rey is a Disney character not a George Lucas character. Disney wants to continue to profit from George Lucas's legacy while simultaneously turning their back on it. The name "Skywalker" has box office power, but the name, "Palpatine" not so much. The "found family" narrative is a front for Disney marketing.
