It sure is and has been. But I think you have missed the point....why does a winning team need to change the rules?

They are abiding by the rules- when you hold the majority in your state you redistrict. That's how it works

You're either being deliberately dense or actually ignorant. The winning team, when democrat, redistrict. The winning team, when republican, sometimes have the balls to redistrict. And when they do, the democrats sue and change the rules.
