Well that's what it is. The atrocities of World War II were so heinous, that Truman was needed to rebuild those countries, and while doing so, he decided to domesticate them. As a result, Europeans aren't going around genociding the rest of the planet as they have for ages, so now they can pretend to forget what they used to do with pride and glee to everyone else.

You can't say that every time somebody stubs their toe in Saudi Arabia it's a fault of their entire religion, while Cristobal Colon planted the Spanish flag and one with a Cross on it on the beach and proceeded to rape and massacre into extinction nearly the entire population of Hispaniola. It doesn't work like that. Oh wait, it did. Same as with every other European colonizer, it was all done with a nice big Cross on their emblem and a dedication to God.
