Somebody posted about the same thing a week ago, and it was already explained to them. Some people legally change their name to only have a first name so when they get a drivers license they put that in the space where the last name would go because the person doesn't have a last name. It's not a sinister plot to give illegal immigrants drivers licenses, it's just the drivers license of someone who doesn't have a last name.

This was debunked long ago. Some people legally only have a first name and no last name so on the drivers license they put "no name given" in the line where the last name would normally go. It's not a conspiracy to give drivers licenses to illegal immigrants.
