You're talking about various times where Trump has chimed in about shutdowns. In 2011, where a shut down was on the horizon & Trump was talking about how the President would be blamed. Which at that time, Obama wasn't reaching across the aisle & Democrats backing Obama had already imposed Obamacare. Meaning this shut down was occuring because of a Presidential over reach, lack of working across the aisle, & Republicans not wanting to work with Obama because of that. Or in 2013 when he stated the problems start at the top and have to be solved from the top - was a continuation of the 2011 situations.
At those times - it was Obama who was front lining every Democrat decision in Washington DC & Democrats fell in line... So it was the Presidents burden to fix the situation & also the Presidents fault the situation happened - due to identity politics from the top down.
Then in 2018 he mentioned it was Democrats who shut the government down, which was true because Democrats didn't want to work to secure the border with a wall. So Democrats fought against a CR because of a wall to protect citizens.
Then more recently it was stated again that it was Democrats fault - this time because they wanted 1.5 trillion in spending for illegal migrants healthcare benefits.
The cause of a shutdown ultimately holds the key as to who is to blame for the shutdown. So in 2011 & 2013, I agree that Obama was to blame Because of how Obama violated constitutional rights of citizens forcing them to purchase a product under penalty of fines. Republicans didn't want to work with that because they knew it would be bad for the country.
Years later we can see Republicans were right because Obamacare has been horrible for citizens that already had health coverage, everyone's premiums doubled or tripled. We also see now - that Democrats have voted no on spending bills TWICE during Trump's presidency terms... Once voted no because a Wall would be built. A second vote for no more recently because illegal migrants weren't going to keep getting coverage.
