Or is it 25% because when you add it on then it will be cut into 4 segments and 1/4=0.25 aka 25%

It's 25% of the new price, but a third (33.3%) of the original price, so it represents a 33.3% increase of the price.

And the last time I went to TJ's, the price was $9 for the dark chocolate, so it's a 50% (!!!!!) increase on the original price.
