And that was with W Bush knowing that Osama bin Laden was (literally) holed up in Tora Bora during the first two months of the Afghan war. Despite the Army intel and General's imploring, Bush refused, and Tora Bora was the last place in Afghanistan that he would allow to be bombed. Literally, the entire country was being cratered, except for Tora Bora where bin Laden was located. By the time Bush gave the go ahead several months later, bin Laden had long since escaped to Pakistan. Let me repeat that: Bush knew that Osama bin Laden was in Tora Bora, and he refused to go after him until after he was gone.

On September 12th, 2001, there were only two airplanes flying the skies over the United States of America. One was Air Force One with President Bush on it. The other had members of bin Laden's family who had been here, and it was flying them out to Saudi Arabia. Two planes in the entire skies of the USA, and one was helping Osama bin Laden's family flee America.

His 'limitations' were pretty genuine. The consistency, the look in his eye, the fumbling.... That would be difficult to sustain if it was fake, especially with someone like him. Even his brother, Jeb, who was supposed to be the smart one, turned out not to be so much during the primary.

But he - or rather, elements in his administration - definitely helped out bin Laden & family. Bush probably just went along with it and did as he was told, but go along with it he did.

Except Bin Laden died from issues that required dialysis which in those days would get you a few extra years. He died before the Obama years.
