Colorado used to have a very successful Honor Farm in the Pen system. Well behaved inmates raised all of the food they needed at the Pen, and it was a huge motivation to straighten up and behave for the inmates, so they could actually do something productive and learn real world job skills. They even had a dairy and made cheese, etc. They had other Honor camps that took perfect behavior to participate and had a waiting list to get in. All drastically reduced costs and provided for the penitentiary.
