It doesn't say "with no restriction". It says that we have the right to keep and bear arms. In practice, the government has always limited what kind of arms we can have (or do you legally own a howitzer and a bunch of grenades?).

Also, consider the stated purpose of the amendment -- "A well-regulated militia" -- one could argue that citizens who were enrolled in well-regulated militia companies with some government oversight would earn gun permits. The text certainly allows for that interpretation, and Switzerland makes a good example of what that could look like, with high gun ownership but stringent rules about how guns are kept and used.

Keeping them out of the hands of libs would fit that
