Of course nothing will eliminate street crime, however, it could be substantially reduced. Education is the most important component in eliminating generational poverty. Teachers should be paid the equivalent of a lawyer, or doctor. That would ensure that you are attracting the top 10% of any graduating class
Then you should be aware more than anyone that most crimminals are not stealing for their "needs" but for their "wants".
And you are right money is not the issue for you winter guests, experiments with universal income have seen the same upward mobility from the street back into society as if there was no universal income.
You regular winter guests are also the typ of homeless people that refuse or flee housing. They are in a mental space where they are simultaneously conntent with their lifes and refusing help to improve their lives. And funny enough these guys do the least amount of street crimes.
"Oh it is the first frost, where do I go? Homeless shelter? No, I don´t want hand-me-outs. Guess I go to prison for 3 month." The crime is them "earning" their place in their minds. Them having control over their own lives.
