Probably not. Sonic.exe is (from my knowledge) technically a dead/rotting version of Sonic, and judging by time, its sperm would have died (become infertile).
If I'm wrong and Sonic.exe is not a perished form of Sonic, it'd still be unlikely for it to be able to fertilize an egg. However, it'd likely be able to ejaculate (if it's alive).
In some cases male creatures are born anejaculative, which means they have the inability to release sperm. This could be possible, and not just with Sonic.exe.
