You create education systems for ALL, not just your state but on a federal level, so EVERYONE gets education equally and then you create sports teams like State Of Origin in Australia between palestine adn Israel so the PEOPLE still get to wave their flags, but its passive aggressive with spurts of violence that are managable.......I hope this makes sense :)
