The reaction of any sensible person with a sense of morality would/should be to condemn a cold-blooded murder no matter who the victim was.
(Talking about innocent victims here. I mean innocent in the eyes of the law and/or not deserving of such a fate even if they aren't themselves innocent of any crime. Not guilty in the eyes of lone gunmen who disagree with their actions, beliefs and politics.
I might make an exception in certain extreme cases, eg taking out a tyrannical leader who was clearly responsible for mass killings of innocents and oppressing an entire country, in order to end their regime and prevent further loss of innocent life, or a dangerous gang leader/mass shooter still at large, but that would be more specific niche cases and even then it's not without its complications and there are other ways to get justice. This just looks like a textbook premeditated murder.)
The perpetrator has an interesting back story. Apparently some kind of preacher who did charity work before he lost the plot, and looks like he may have wanted to take his own life along with dozens of innocent others (suicide by cop maybe?). Thankfully, he was quickly apprehended, but not before he got away with the first few horrible crimes.
