A counter tariff can be imposed for ANYTHING that nation imports from the United States . . . for anything. Magically that nation will discover that they CAN lower their banana tariff against the United States as a result; and that's how that works.
This is stuff that older generations were taught about tariffs in their public schooling and then college years before Marxist-minded leftist 'teachers' took over control of the nation's schooling systems.
