I've seen something similar with the vampire burning in moonlight.
I'm guessing werewolf transform during a full moon because it's a very specific amount of sunlight that they need, or the way that it's reflected. Kinda like how in Dragon Ball, Saiyans need a specific amount of Blutz waves to turn into the Ozaru, which can be produced otherwise but normally is from a full moon.
