He cut Medicare and SNAP? And he added $3+T to the deficit? Why, because Rachel Maddow told you so?

Yes. Because according to the US laws, when the budget makes taxes cuts that aren't offset by specific gains (they have to raise the money some other way if they cut taxes), then sequestration happens and that specifically takes money out of Medicaid, Medicare, and SNAP.

It was the CBO. You can read their report here: https://www.cbo.gov/publication/61420

Here is what
@grok
found. Seems to only have an impact on illegal immigrants:

Medicare
•Sec. 112104. Limiting Medicare coverage of certain individuals (Page 42):
◦Provision: Eliminates Medicare eligibility for illegal immigrants, restricting coverage to Lawful Permanent Residents, certain Cuban immigrants, and individuals under a Compact of Free Association.
◦Impact: This does not cut Medicare funding or benefits for existing eligible recipients but narrows eligibility by excluding certain non-citizens, potentially reducing program costs.
•Sec. 112204. Implementing artificial intelligence tools for purposes of reducing and recouping improper payments under Medicare (Page 44):
◦Provision: Allocates $25 million to use AI and data scientists to identify and recoup improper Medicare payments, with a requirement for the Secretary of Health and Human Services to report progress to Congress.
◦Impact: Focuses on reducing fraud and waste, not cutting benefits directly, but could affect payment processes for providers or beneficiaries if overpayments are recovered.

Food Assistance (SNAP)
The document does not explicitly mention SNAP (Supplemental Nutrition Assistance Program) by name, but it includes provisions that could impact food assistance programs, as SNAP is often addressed under broader budget reconciliation measures. However, no specific section in the provided document directly cuts SNAP funding or benefits. The closest related provisions are:
•Sec. 112101–112103. Restrictions on Premium Tax Credits (Pages 42–43): These limit health-related tax credits for certain non-citizens, which could indirectly affect low-income households eligible for both health credits and SNAP, but no direct SNAP cuts are specified.
•General Context: External sources (not in the document) suggest the bill targets $880 billion in spending reductions, with significant cuts to Medicaid and potentially other welfare programs like SNAP. However, the provided document lacks explicit details on SNAP reductions, such as changes to eligibility, funding, or benefit levels.

Summary
•Medicare: The bill restricts eligibility for certain non-citizens (Sec. 112104) and implements AI to reduce improper payments (Sec. 112204), but no direct cuts to benefits or funding for existing beneficiaries are listed.
•Food Assistance (SNAP): No explicit cuts to SNAP are detailed in the document, though broader spending reductions mentioned in external summaries could imply impacts not specified here.
