That’s usually true, but, in this case, he’s being “super-friendly”. Above and beyond the normal friendliness that regular people might have. He also has the power to persuade (almost) anyone to be friendly in return. No mere mortal could do that. Only the most dastardly villain would be able to be unaffected by his friendliness. (At least, that’s how I understand it)
