Maybe he didn't want the clinic to start using the example of Pregnant Sharks that get killed in fishing nets, so fisherman rescue the babies by taking them to Okinawa, where 2 scientists have concocted a solution similar to the "Amniotic Fluid" equivalency in a sharks womb for the baby sharks to swim around in after they are C-Sectioned out of their dead mother Shark.
