I think it's because with the combination of the two-tier 'justice' system and having 95% of media outlets effectively working for their party, they were insulated from . . . consequences. Hence arrogance set in. They honestly thought that nothing would ever, could ever, happen to them and so they tossed caution in the garbage can.
