I think stopping the Enron scandalous business practices and raising the taxes on x amount of capital is more honest than taxing imaginary capital gains. For all we know these business might actually be broke because they operate off the future gains. Personally taxing the rich and closing loop holes for the businesses should be a priority. Making them follow business laws and submit a yearly audit also should be a priority.
