Yes, and so let's compare this to something like George Orwell's cautionary tale '1984' and the recent effort of the Political Left to practice Fascism.
Fascism existed BEFORE the Biden administration decided to try and institution George Orwell's cautionary tale '1984' into a federal government 'How To' manual. But that doesn't excuse Biden, his handlers, or the Dem Party leadership's and elite's efforts simply because Fascism already previously existed.
Ditto for censorship, Chinese government, and leftist opportunist Mark Zuckerberg. Just because the Chinese Communists were practicing censorship before Zuckerberg showed up does not excuse Mark for eagerly going along with them in order to advance his personal fortune and possibly his leftist ideology.
