The example you give "a Black teenager whistling at a White girl" is the classic excuse given for racial violence (see the picture of Emmett Till's funeral, above) and your worries about Black people killing White people says that you've been watching inflammatory slanted news. The tragic fact is, both ethnic groups mostly kill within their own group: In 2019, the FBI recorded 2594 White people killed by other White people compared to 566 killed by Black people, while 2574 Black people were killed by other Black people compared to 246 killed by White people.
Note how far that is from the 12:1 ratio that you cited, and consider that Black people are a great deal more likely to be murdered per capita than White people are, since the numbers of murdered people in the year are fairly close for both groups, but Black people are a significantly smaller portion of the US population.
So, in conclusion: You don't need to be afraid of Black people, and inciting other people to view them as dangerous murderers is just irresponsible.
