Site moderators can forcefully deactivate a stream. I know this because we had an evidence stream for a problematic user at one point with 15 users following it and it got reported and deleted.

since they have confirmed before that users can post as much as they want, even the same image repeatedly, since only comments and advertising count as Spam, i could make ModBot spam images with the ai image feature to fill the stream up and kill it
