It is because each crime has its own set of stipulations - even murder is in degrees based on how many other charges are listed such as , premeditated, hate, ect.- They are not getting 20 years just for burning a car, it is accompanied by a long set of other charges that include domestic terrorism.

I haven't really seen anything about the reason for terrorism charges, so as far as it has seemed to me I believed it was because of the cars.
